An Independent monitoring and Audit wing is necessary to review the function of Government ' corporation 'Offices as to whether the Service Rules are within the ambit of of our constitution? Senior IAS officers are not yet Undestanding Law Act Rules and order The result is mounting Court Cases. ...

During his life time he saw the disparity in function of civilised society oppression from the public authorities.Action of police in serving summon to accused differ.The defect is public Administration.
